Acting President Min Aung Hlaing has issued an order nullifying the 2021 decree that had transferred state power to Commander-in-Chief of the Defence Services Min Aung Hlaing under the state of emergency.
According to the order, dated 31 July 2025, the National Defence and Security Council (NDSC) has acknowledged that the Commander-in-Chief has completed the responsibilities entrusted to him since 1 February 2021, under Articles 417 and 418 of the 2008 Constitution. As a result, the presidential order No. 1/2021 that assigned state power to the military leader has now been officially revoked.
The decree further appointed Aung Lin Dwe as Chief Executive Officer of the NDSC office, with Senior General Ye Win Oo named as the Deputy CEO.
Additionally, another order issued on the same date announced the formation of a new Union Government, headed by Union Prime Minister Nyo Saw.
These moves follow the expiration of the latest six-month extension of the state of emergency, marking a shift in the military’s governance framework as it signals plans for a general election later this year.
